death row exchange program (drug, conspiracy, state, Oregon)

Has anyone ever heard anything about a program where an inmate,in fact a murderer on death row(in the story I heard)was exchanged for convicted murderer in another state(mine being Oregon),and then setting said murderers up in the community as a sort of kingpin to a drug and criminal enterprise?For what ends,and by whom(obviously yhe powers that be),I don't know.Sounds out there,but.....maybe so the ruthless killer can clean up,or set up criminals in the area?This would be the 80's.Any stories or rumours of anything similar?

The stabbing that that killer did while in prison was very violent. I got to watch video of in in my utah criminal justice class in 2000

Not quite what Op was talkig about and I have heard such as Op is talkig about. Sounds like a conspiracy theory or tall tale to me.
