When liberals ask why blacks make up the majority of prison inmates (despite making up 12% of the population), one needs to be reminded that blacks commit most of the crimes.
Urban black culture fosters violence, rejection of education and a strong work ethic. Mix that with single parent families and you have a breeding ground for criminals.
This racialization of crime is now seen for what it is, pure racism.
It connects black people to criminal behavior. IE having brown skin makes one a criminal.

We dont know who commits more crimes in the essence of which you speak, we just know who gets caught and arrested.
I know of plenty of people who have committed crimes and either not been caught or were just let go as to not ruin their futures.
People seem to want to play naive when it comes to the Good Ole Boy network, or as others call it "White privilege". In this world, it is who you know, and since our society is still mostly segregated, then black people get screwed on that basis.

Based on context, it looks like you are comparing 4,000 people to 2 people.
I believe he's telling you that your stats group Hispanics and whites together as "white". And despite this - blacks still proportionately commit more crimes.

Let's see. White people, mostly white slave owners (read: America's old money/elite families), received a 400 year head start on accumulating wealth, all on the backs of black slaves. The country itself received an economic jump start from slave labor (The Trianglular Trade with England/African slave poachers), thanks again to black people. Once slavery was abolished, another system of oppression followed called Jim Crow. This insured that blacks remained second class citizens and didn't threaten whites or the advantage they had built up so far. During this time period, ethnic whites poured into the country (italians, jews, poles, irish, german, etc.). They were treated like **** by the WASPs but, eventually were accepted into the white power structure because they were still Caucasian, despite their cultural differences. These ethnic whites received a 50 year start on African Americans. Blacks on the other hand were still kept from advancing; remaining a perpetual underclass in the American capitalistic system.
During Jim Crow, we were forcefully segregated from whites. Our school systems were inferior in comparison. We we were cut off from receiving the same employment opportunities, housing options (redlining, deed covenants restricting sale to blacks, etc.), mortgage lending (blacks denied loans while whites with similar credit ratings approved), business capital, etc. Since whites held all the jobs, they were the tax base. Once they fled to the suburbs during "white flight", they took that tax base with them to the outlying areas, as well as the commercial development it attracted, starving and cannibalizing the inner city into the desolated and dilapidated centers of the 70s-90s. When racism ended a more insidious system followed.....called structural and/or institutionalized racism. Less overt than Jim Crow but, just as effective. Before I get into all of that, around the 70s and early 80s, guns were pumped into the inner city, as well as an assortment of hard drugs (heroin, crack cocaine), all things black people had no access to beforehand. Policies aimed at breaking up the black family followed, such as welfare, which gave black mothers financial assistance as long as no man lived in the house.
Back to institutionalized racism. Now institutionalized racism doesn't sick a rottweiler on you or hang you from a tree. Instead, it throws your resume in the trash if you have a black sounding name. Instead, it pays you less for having a college degree if your black while paying a white person with a high school diploma more. Instead, it bases school funding mostly on the property values of your neighborhood, knowing that is more advantageous to white students, who again, have always held the wealth in America, and disadvantageous to black students, which aids white students in getting into prestigious universities which funnel them to corporate america which funnels them back into their gated communities to repeat the cycle. Instead, it lets young black men get locked up for minor charges while young white men walk free because they're not profiled, not arrested and if arrested, are let off with a warning/probation, which allows racists to point to their loaded statistics of black men being more likely to be in jail. Instead, it arrests black men for possession of narcotics while white kids smoke weed, lsd, mdma, dmt, mushrooms and oxy at colleges all across america. Instead, police officers shoot black men for stealing cigars from a store or illegally selling cigarettes on a NYC street corner but, peacefully arresting white men who have murdered 12 people at a movie theater or 9 people at a black church. Instead, we have to beg a white person for our livelihood after graduation. Instead, we have to stand before a white judge and jury, when studies have proven that non-black individuals are more likely to see us as guilty or less likely to see black youth as children. Instead, it programs black children from birth (via the media) that were are inferior and worth less than whites. Instead, it teaches black children that we have no history and that blacks created nothing of worth in all of human existence, all things which create self-hate in black people. Instead, blacks have to survive in a decayed neighborhood filled with people who have beome products of their environments thanks to the previously mentioned issues. Yes, what about black on black crime? It's horrible. But more importantly, what about the issues which lead to black on black crime? You lock people into a prison, strip away all resources, cut off all contact with society and reinforce the fences so the immates won't get out and hurt the precious "civilized" people, then wonder why they've transformed into animals 100 years later
^^This is one of our problems. Instead of just admitting that the girl's behavior was deplorable and wrong, we defend it by offering up a text wall of excuses. Regardless of the past, regardless of some indirect historical circumstances, all humans have choices and conscious decisions to make. When black people make bad decisions or behave badly, it isn't because of institutionalized racism, or Jim Crow, or anything you can think of that happened centuries ago. It's simply because they chose to do it. We know right from wrong. No need for an elaborate, irrelevant, explanation to justify bad behavior.
There is a very narrow demographic that commits most crime:
Young males (16-24) not in school and not employed.
Blacks have a higher birth rate and higher death rate than whites = younger age distribution = higher proportion 16-24 years old.
Black dropout rate much higher (2x?) than white dropout rate.
Black unemployment rate 2x white unemployment rate.
Blacks much more likely to be in that high-crime demographic.
Actually, Black birth rates are roughly on par with White birth rates. And furthermore, Hispanics have the highest birth rates of any group in the USA.
Now, where Blacks do worse than Hispanics is the unemployment rate. Hispanics are more likely to find jobs than Blacks despite having higher high school dropout rates.
