I'm curious as to how they can threaten jail time? When does a conflict with the HOA reach criminal levels?

True, but you do realize neighborhoods (and the people who live there) do not choose to be HOA or non-HOA? Cities and States figured out quite a while ago that by REQUIRING builders to create HOAs, they could pass off the costs for building/maintaining things like roads, sidewalks and parks. In NC since 1995, any builder building a development with more than 39 house has no choice but to pay for those things and create and HOA to maintain them in perpetuity. If you hate HOAs, talk to your elected officials since the increase in HOAs is their fault.

And they do a thousand times better job than the city, whose corrupt politicians just pocket your money and give you nothing to show for it!

Yep, I still pay the same tax rate as someone living in a non-HOA community in addition to HOA monthly dues. I don't get a tax credit for my HOA paying for trash pickup or street/sidewalk/sewer repairs. The city gets my tax money at the same rate as every other homeowner. Money grab by government... such a shock.

I love my HOA. It prevents "work trucks" or any vehicle with commercial lettering from being parked overnight. No boats, RVs, or trailers of any kind permitted.

Common response to complainers is to get on the board. Easy for someone on a normal 9-5 Monday-Friday work schedule or a retiree who doesn't work at all. Not easy for a salary employee who works long and irregular hours or someone who works rotating shifts. Some people have more important things to do with their time off from work than to measure someone's grass height, report weed sighting, or spot something in the window that isn't white! Some go hunting, fishing, family trips, or work on personal hobbies. Much nicer things than digging into other people's business.
