England's homicide rate is a fraction of our own. So no, it's not the same outcome.
What does size matter? If anything, England's murder rate should be higher--crime rates tend to rise based on population density. England has nearly as many people as California and Texas combined.
England also has a completely different demographic, social structure, economic policy, and history. But hey, let's go ahead and compare apples and oranges.

They don't care about massacre, they want gun-control to increase. Gun-control is bound to fail as it's almost the same as treating the symptoms instead of the disease. The disease is who pulled those triggers.
USA is 3.8, UK is 1.0. While a fraction, these are actually both very small numbers. And it would be higher if UK had our common offenders - American blacks who cause half of those homicides. American whites have a rate of about 1.5.
It sounds like 2-3 people shot up a center for autitstic people, large number of casualties, Reported to be wearing body armor. They escaped in a black SUV, some reports it was found abandoned. Some discussions about a possible ied in the initial location.
