A great idea but, unfortunately I donn't ever see it happen.

The way the leaders in Congress get things done is to "bribe" the others with money for their projects so those Congressman can go back to their districts and "boast" "See what I did for you"

OCare was passed with the "Louisiana Purchase" and the "Cornhusker's Kickback"

Asking each 2016 hopeful, their position on this bill would be fun.

I suspect all would say they favor it, knowing it has no chNce of reaching the floor, let alone the desk of the POTUS, for signature.

This has been on my mind too for a long time.
Anything short of this is a perversion of our system and fodder for waste and corruption.

This is a good time to point out that it's very, very easy (not to mention smart) to check the Congressional Record of all Representatives and Senators in Congress. Congress.gov is a valuable tool.

It's how I know exactly what the three Senators running for President have been doing for the last 4-8 years. How many bills they sponsored, how many of those bill had co-sponsers, how many made it past committee, how many became LAW. This stuff matters.

This same bill was Sponsored in the Senate in 2015 by Rand Paul. He had zero co-sponsors and it died in the Judicial Committee. Looks like the Presidential Candidate, who is a Member of the Judicial Committee - was not interested in this type of Legislation.

Sure do. Oregon has such a law, and most people involved in the legislature like it.

Oregon doesn't allow approving amendments on the floor either. If a bill needs amending, it goes back to committee for further work. Most people like that, too.

The people who didn't like it? The $1000/hour guys who would occasionally show up to tell the local bumpkins what laws they should be enacting. The looks on their faces when it was explained to them how some of their usual Congressional-style maneuvering wouldn't be allowed? Priceless. Most people liked that, too.
