President George W. Bush acknowledged the United States would seek a military presence in Iraq for "years" but pledged in an interview aired Sunday that he would not establish permanent bases.

Bush brushed aside concerns expressed by critics that a Status of Forces Agreement Washington is discussing with the Baghdad goverment would commit future US presidents to a long-term deployment in Iraq.

Well with only a year before he is kicked out, he will let McCain, Obama, and Clinton to establish a base their... then he can say... it wasn't my fault... "I had no intentions to put a base there"... its like the "I did not have sex" or "I did not inhale" arguments...

There have been bases in Kuwait since the early 90s.

Don't get too excited as mentioned above, as the language used by this administration is clear obfuscation as their actions say otherwise.

The supplemental funding bill for the war in Iraq signed by President Bush in early May 2005 provides money for the construction of bases for U.S. forces that are described as "in some very limited cases, permanent facilities." Several recent press reports have suggested the U.S. is planning up to 14 permanent bases in Iraq— a country that is only twice the size of the state of Idaho. Why is the U.S. building permanent bases in Iraq?
If the U.S. is ultimately leaving Iraq, why is the military building 'permanent' bases?

America has no intention of leaving Iraq in the next decade. As to what level of occupation will remain is anyone in the publics guess, but it is clear in the governments actions that they plan to be in Iraq, in numbers, for a very long time.

But, service members going off base in Kuwait is not encouraged and, when they do, they must be escorted. AND, if it is a female service member, going off base is really not too nice -
