Thirteen people have been charged in that batch, that is not a statement that thirteen 'and no more' are believed to have been involved in that project. Those thirteen are the people known about with enough evidence to indict as of that date. How many other individuals could possibly have been additionally involved would remain an open question unless more information comes to light.
