How much does the government spend on the overachievers? The people that are super smart? The people that will lead this nation into the future?

The government taxes working class to the throat, not "overachievers". Overachievers like Warren Buffet pay 16% tax on their billion dollar incomes, compare it to average 30% for middle class.
The US government is corrupted from bottom to top and been like that for decades now, and created tax loopholes specifically for "overachievers" to suck blood from working class.

Doesn't matter Trump or Obama nothing is going to change - presidents in this country are just marionettes, US is not a democracy it's Oligarchy, ruled by big money and secret services.

Is the intent to make the underachievers be achievers? When the actual results is, no one achieves anything.

How does a nation become an economic powerhouse, with a collective mindset? ANSWER? it has never been done and history has proven over and over, it is an utter failure every time it has been tried.
You don't it.

It's like the saying, let each become all he is capable of becoming. No one is saying every one can achieve to the same high level. It's about personal best.

Not based on the available evidence, it doesn't.

Wow. Surprise. Another SERIOUSLY under-informed person.

Let's take a look at REALITY, for a change, and not some deliberately deceptive propaganda meme which too many unthinking people believe without checking the facts. Here are the facts on total effective federal tax rates, including payroll taxes, etc. Look at the HUGE drop off in total effective federal tax rate between the top 1% and the top 1-5%., almost 10 percentage points:

Permission to share granted here: File:US federal effective tax rates by income percentile and component.gif - Wikimedia Commons

Data source: Average Effective Federal Tax Rates

" *Individual income tax rates for the lowest and second lowest quintiles are negative and are netted against the payroll tax rate. A quintile is one fifth of the population."

And here are the facts on Share of Income vs. Share of Federal Income Tax Revenue Paid:

Top 0.1% earned 9.03% of the income, but paid 18.48% of the federal income tax revenue.
Top 1% earned 19.04%, but paid 37.80%.
Top 1-5% earned 15.38%, but paid 20.74%
Top 5-10% earned 11.45%, and paid 11.25% ---> THIS is the only group that pays neither more nor less than their fair share.
Top 10-25% earned 22.23%, but paid 16.47%
Top 25-50% earned 20.41%, but paid only 10.94%
