Seriously ? If you have 10 illegals , the second offense would cost you 50K, the third 100K. Nobody hiring only 10 illegals "writes off" hundreds of thousands of dollars a year in fines . 10 illegals at one company would be a small business employer, not a big guy, who doesn't have the hundreds of thousands lying around to pay the fines . And it doesn't require prosecuting a guy and having to spend money proving criminal intent.
A meat processing plant with 100 illegals would pay $1 million on their third time caught , and it would then escalate to 1.5 mil the next time caught. Nobody's budgeting this kind of money to subsidize hiring illegals. The whole point is to get the labor cheaply .
