What if instead of electrifying the fence, we populate it with nurses that have tuberculosis and whooping cough treatment? That would probably keep them away.
Electrified walls etc would be quite ineffective in such service. They are easily beaten unless routinely patrolled against people lacking access to equipment.
Same thing only easier than a big wall. You simply cover or short the electric system.
Better off just making the wall taller which does not prevent going over, under or through the wall.
As long as there are warning signs, I see no problem with it. I don't think it should be lethal, but a good zap similar to an electric fence to make it more difficult to climb over seems reasonable.
Honestly, outside of a few known hot-spots where a massive wall is needed, I would rather go with a high tech invisible wall, drones, and increased border patrol. It would cost a fraction of the price, and probably work better to be honest.
