What brought the question to mind was the last time we had a surplus, we had a Dem president and a Rep Congress. Back then it worked... now - not so much.
But I agree that they keep each other in check to some extent.
there is no such thing as a member of the democrat party that will do what is right for the nation. they will only fall in line and do what is right for their party.
There are only a handful of republicans that care about country over party.
my Preference is for every single American, to vote their political leanings, but in primaries NEVER VOTE FOR THE INCUMBENT until such time as we have the entire crop gone, and only new people we are sure care about the nation over everything else.
We will know we have succeeded when
1. Congress passes term limits. 2 4 year terms for House, 2 6 year terms for Senate. period end of discussion.
2. Congress passes legislation that creates a policing group whose sole focus is insuring congress people do not use insider trading, do not receive any $$$$ from lobbyists and cannot lobby congress for 10 years post service.
3. Political donations becomes a very level fields. all money is hard money. Each person is allowed a max of 2000 per candidate OR PAC with a max of donating to 10 candidates OR PACS. That means a person can give up to $10K per year but that is it. period no more than that.
This would be a total fix for Citizens United. A corporation being a "people" would be limited to 10K per year, 2K per individual/PAC. Unions would have the same limitation.
4. Lobbying would be limited to meeting with Members of Congress in open forums to discuss concerns and to explain their position. Those meetings would be required to be held in the offices of the Members of Congress with sign ins and minutes.
I don't think its that simple. The kind of Democrats and Republicans we currently have are just terrible in general, so it makes no different. If they're principled and actually give a ****, either is fine honestly, so long as the roles switch up every few elections.

Doesn't matter so long as neither party controls both. The ideal situation is gridlock.
