The nation's capitol has never been neutral, ever.
Thinking the Capitol is liberal is pretty crazy, considering the current Republican dominance in all 3 of our government's branches.
Why in the world would you even want to tear all that apart to move it somewhere else? That's really Looney Tunes and Silly Symphones territory.
Neutrality has no part in our democracy; it is all entirely based on the fact that different people will have different thoughts. Whenever there is a difference, there is a conflict. The founding fathers recognized that human fact, and planned a system that allowed our differences to be settled by peaceful, legalized compromise.
Their system still works most of the time. It's only when one side wants everything, and will not settle for just some, that a struggle ensues.
So the nations capital where close to half the population is on welfare, and welfare provides more than any welfare state country in europe. What a glorious capital

The question is absurd. Plus the choices the OP gives would be amusing were they not so loaded from the start.
First, any metropolitan area, no matter where in the world it is, will be more liberal than the surrounding countryside. This goes for even smaller metro area. The bigger the metro area, the more liberal it's likely to be. It's not a perfect if-then straight-line relationship, but the correlation tends to run strongly in that direction.
Second, governments and their employees, by the very nature of things, tend to see government as society's way of protecting itself from dangerous, capricious chaos; plus protecting the public (and individuals) from willfully predatory or negligent people and groups.
Third, capital cities, all other things being equal, will likely have higher education attainment rates than non-capital cities of similar size. That's because aside from business and maybe the STEM fields, education itself tends to have a liberalizing effect on the students who enroll in these majors, especially those who pursue post-graduate degrees. This is just as true for public policy and administration positions as for any other major/background.
That means even if we relocated the US capital to some out of the way small town like Broken Bow, NE or Grenada, MS, it's still going to end up just as liberal as the Washington, DC area is now.
Considering the first choice is moving the capital to Texas...the capital of Texas--Austin--is already quite liberal, so it's likely a national capital in Texas would turn liberal in short order.

If you took all the democrat government workers with you I guess but I dont hate DC just because its so liberal, I hate it because its such a god awful city

Why ruin another, perfectly good city by putting a bunch more politicians and lobbyists in it? Of course there is always Detroit-housing is a whole lot cheaper and even politicians couldn't make it much worse.
