I wonder what things would be like if any recipient of public largesse was banned from voting for no less than two years after the last receipt?

Why not ban recipients?
There is an obvious conflict of interest.
For sure, and while we are at it let's also ban people from voting who have used police or fire services,had a child in a public school, or who received Social Security or Medicare all obvious conflicts of interest!

what a shame...and people act like medi-cal is some kind of gold plated healthcare, it's hard to even find a PCP willing to take a medi-cal patient because of the low provider reimbursement rate and now they want to cut the money the feds give the state.

I can't find more recent data, but in 2014 47 states had a higher medicaid provider reimbursement rate than California:

A 32-year old probably doesn't cost much to the program.
