Yes, there is. Even US citizens cannot enter the US from abroad at will. Everyone, including US citizens, is subject to clearance by Immigration.

Actually, the correct reference is "8 USC 1182" (f).
However, it would pay to read ALL of Section 1182, 8 United States Code.

You are misreading your own cite. The finding is that the Border Patrol Agent could not legally turn away a citizen.
And that is the facts of the case cited. That US agents can and do break the law is clear. But that does not say they have a right to do that. They do it anyway and legal redress is available.
And if the guy involved ends up at a border station again they will let him in.
The BP can always break your chops if they wish to. But it is not legal to do so.
The cops in the neighborhood where I grew up were actually very nice and friendly guys. But they also would whack you up the side of the head for mouthing off. They did it but it was never legal.
