No its not calling, its threatening your tenants if they dont comply with outrageous rent increases.

The landlord here does not care that he is renting to an illegal. He's fine with it. A dollar is a dollar is a dollar.

He threatens them that if they now don't give him two dollars he will report them as illegal. A new law isn't going to stop that. The threat is understood without the landlord saying anything.

"I want double the rent next month" No threat but it's understood.
