Johnson City Press: Cow carcass dumped at pro-LGTBQ Johnson City residence, victim alleges hate crime

This was done in a liberal neighborhood in a college town in a very conservative area - house supposedly has 10 or so rainbow flags up. While insensitive, does it constitute a hate crime?
