This was done in a liberal neighborhood in a college town in a very conservative area - house supposedly has 10 or so rainbow flags up. While insensitive, does it constitute a hate crime?

Stop advertising your weird proclivities and just possibly nothing will happen.
Part of a carcass in the street in front of a home with a bunch of rainbow flags on the porch. If it weren't for the flags I would guess white trash lived there due to the porch and condition of the property.
It could have been intentionally dumped there or not.
Yeah, how is a COW a hate-crime against LGBTQXYZ people?????
It could be seen as a veiled thereat: "Next time the body won't be a cow." But it's veiled enough (if that was the intention) that I'm not sure it could be successfully prosecuted as a hate crime.
If I want others to respect my rights, then I have to respect theirs.
