Who cares as long as it is completed and we can benefit from its operation? I don't care if the materials come from China, Mexico, or even Iran or North Korea, as long as they work.
Buy American is only as smart as the economics of it show. If one can purchase the same quality product from other countries, for quite a bit less, it only makes sense to do so. Freeing up money that would be spent on "Buy American" programs allows companies and individuals to spend that money elsewhere, gaining value for the money they would have lost due to a "Buy American" program.
Milton Friedman and many other economists have soundly shot protectionist "Buy American" programs down as they have also shot down import tariffs because the only thing a protectionist program or tariff protects an American company or consumer from is lower prices.
We aren't going to benefit from Keystone, quit kidding yourself. The Canadians aren't 'paying us' for allowing their oil to be transported across the US, the only thing it will do is raise the price of gas in the midwest by 10-40 cents a gallon because the pipeline won't terminate there, it will take the oil right to the gulf.
It gets even better, 24% of the steel used for Keystone will be Russian Steel! "Canadian Public Safety Minister Ralph Goodale said on Twitter that allowing non-U.S. steel was "important for companies like Evraz Steel," a local subsidiary of Russia's Evraz PLC, which had signed on to provide 24 percent of the steel before Keystone XL's rejection by Obama". Over 1/2 the Keystone XL steel pipe will be/has been manufactured outside the USA - 40% from a Russian owned Canadian company:
"TransCanada has contracted with an Indian multi-national company, the Mumbai-based Welspun Corp Limited, and a Russian company, Evraz, to manufacture steel pipe for KXL.24. In fact, a significant portion of the $1.7 billion already invested in KXL by TransCanada has likely been used towards the manufacture and import of the pipe.
"TransCanada and other KXL proponents are giving the impression that KXL will create a high number of manufacturing jobs. This is simply not true. The main manufacturing activity related to pipeline construction is the manufacture of the steel pipe. The 36-inch steel pipe is the largest single materials input for KXL.

The buy american and hire american movements are anti-capitalist, so it's good to see business sense being put over some stupid sense of economic nationalism
