It seems anyone can just set up a University these days.
Apparently Cardiff Metropolitan University (which I had never heard of) was the result of a split with the University of Wales a couple of years ago.
It would need a test case but I suspect this breaches elements of Article 10 of the European Convention on Human Rights relating to 'Freedom of Expression' which was fully enshrined in to British Law in the 1998 Human Rights Act.
