The reality is that if you want to provide insurance to people with preexisting conditions, you need a mandate to prevent people from only buying insurance when they get sick. If there are only sick people in the pool, it drives up premiums. As premiums rise, some more people drop out and the premiums rise again.
The only way to stabilize the prices is to have a pool of sick and healthy people and that's what the mandate accomplishes.

So, first he lies to voters about his super secret awesome plan that didn't actually exist. Then he proclaims that no one knew healthcare was complicated. Then he attaches himself to Ryan's deeply unpopular tax cut posing as healthcare.
Then the whole thing looks like it's going to fail so he quits.
And somehow, according to the cult members here, it's all the Democrats' fault that the GOP spent years holding symbolic votes but not actually having any ideas, and it's the fault of Democrats that Trump didn't grasp basic facts and lied to his voters.

The penalty premiums in the Pub bill were a good approach. They need to be much higher than 30% and much longer than a year though if they are to discourage people from just waiting until they are sick. Obamacare has open enrollment periods and you can't just sign up anytime. The problem though is that losing your job because you got hurt or sick is a qualifying event that let you buy in.

They were all screaming with glee about a bill that had to be passed before they knew what was in it, and they locked out the Republicans entirely.
NOW... they scream at the Republicans who are trying to fix the disaster, openly, the right way; and they are showing how moronic they truly are.
