Puritans frown on sex for anything other that procreation as well as most humor.
He doesn't work for "Family Guy", he's supposed to offer commentary on political topics. This has nothing to do with being "Puritan" or frowning on sex or humor. This would be what most people call inappropriate, not the time or place.
Jesse Waters should be fired for that. Completely unprofessional comment and he sent it out on twitter so he even thought it through and was ok with it.
