Perhaps he needs suggestions on where he could put that money.

The Federal Flood Insurance Program ( FFIP) was created when private insurers would not insure flood risk.
Mortgages on properties in disaster prone areas require flood insurance as a condition of the loan. Those who own free and clear are able to self insure.
FFIP covers a maximum of $250,000 for house and $100,000 for contents. It does not cover living expenses nor business interruption. Excess flood insurance may be available from private insurers in some areas.
Boggles the mind that 2 of the most disaster prone states do not have a state income tax and no problem repeatedly expecting a hand out when disaster strikes.

Usually insurance doesn't cover 100%. They don't go to FEMA asking for 100%. They usually ask for federal assistance for a very small percentage such as a portion of the insurance deductible or for things that insurance won't cover such as a portion of the cost of emergency management workers/staff that had to provide safety and emergency duty as well as staff for cleanup.
It's not like the municipalities ask the feds to cover 100%. They usually ask for a very small portion. After all, it's what FEMA does.
Because the Governor of NC is a Democrat. When the Governor of FL, Rick Scott (R), asks for federal money, Trump sends it over right away. Rick Scott campaigned hard for Trump. Trump just gave $1.5 billion in federal funds to Florida.
Trump remembers loyalty and expects support in turn for federal money. The ultimate swamp monster.

This, folks, is the mentality we are dealing with in the White House. Trump thinks he only needs to be president for those who supported him. Everyone else can go pound sand. get over your entitlement mentality. Insurance is the first line of help for people and their property. States for their own issues. Filing a state of emergency gets you federal funding if deemed necessary. Apparently, overcharging and overestimating the issue isnt going to get you any more money anymore. And that is what states are doing, overcharging the feds for their Emergencies..
If you had to bypass flooding on I95, then you already know that NC had major flooding issues. Get over your denial mentality.
