I believe all the other presidents you listed would have read the 31 page agreement within an hour and more importantly, would have comprehended it.

Believe all your want, even for a small business owners, they won't read things more than 5 pages. In large companies, we have lawyers on staff to read that kind of crap. Our CEO hasn't read a contract for years, but he signs them all.
Did you ever think he did read it, said it was stupid and cost us (the U.S.) money while other countries get to not contribute for years?
