In a fair system everyone would pay the same dollar amount, you don't pay more for your Internet service (which progressives also think is a "right" these days) just because you earn more. But the states proposing this aren't interested in fair so I expect some will pay far more than others for the same care.

California did NOT pass a Single Payer Healthcare system! The Senate passed a bill...that most think will be DOA...because the cost would double the State budget.

Liberal states have to enact qualification periods for newcomers though. They cannot afford to cover red state refugees when they get sick. Five or ten years would be reasonable before they can be added to the state's insurance coverage.

I think it does need to start in the states if it will ever happen here. But the problem is that Americans expect that they will have the same type of healthcare, only government will be paying. That would cause deficits to balloon. Canada does all types of rationing to prevent that, and I don't think that would be palatable here.

The California proposal in particular is a utopian proposal. No copays, no premiums, just the government paying.

It sucks that we are forced to choose between "cut off people with pre-existing conditions" and "the government pays for everything." Both of those options are not ideal.

Why can't we settle on a sensible Diet-Medicare that you can buy in to if you have no other option?

Agreed. And until then, they'd still be covered by their old state. Though if they moved to a state without universal healthcare, then they'd forfeit access to their old state's system immediately.

So, if a liberal moves to California and gets a serious illness a month later, its kind of like a pre-existing condition, and you won't cover it and let her die in the streets.
