I'm not so sure about Iraq now, maybe during the initial invasion and a little after that, but Afghanistan is definitely getting US aid for it's healthcare system, as it should be getting.

Israel only receives military funding from the US as welfare for the military sector of the US. Israelis pay for their healthcare through taxation. Their country, their rules on what their healthcare system pays for.

That $3 billion in military funding is $3 billion less they have to spend in other areas of their national budget, like universal healthcare.
I feel 100% for the parents, but apprently Trump will go there (spend our tax dollars) to prove apolitical point. There are a lot of kids in conflict ones we could hep for the sae amount. Just saying.
