Whether it is through lobbying or bribery is there really much of a difference when politicians decisions are based off of either?

The receiver of lobbying has declared their bribes are legal.

I believe that lobbying when done correctly does not involve the exchange of money. It involves educating and influencing without paying. Bribery involves payment of some sort (cash or kind).
