Do I think this police officer abused the practice? it is tricky to answer. The police, on the whole, could care less. They're getting paid the same wage either way. It's not greed on the part of police officers which motivates these laws.
Actually 81% of assets seized go back into the police departments budgets so the police have motivation to do this sort of thing.

And the bill going through congress only deals with federal seizures or money shared between local police and the feds it will do nothing to curb abuses on a local level.

no it's a serious question, did he enter it into evidence. The vendor was operating illegally and generating ill gotten gains subject to confiscation. If the cop entered it into evidence he was 100% doing his job and there was no theft. To say otherwise is slanderous

I would imagine if the hot dog vendor was arrested and his hot dog cart confiscated then the money could be taken. If he was only given a ticket and the cart not taken away I can't see how the cop can take money out of his pocket.

How was it determined that the $60 was from the Hot Dog sales and just money he had?

Taking something without the legal authority to do so is stealing. Permission has nothing to do with it. But you knew that. Again with the trolling.
