yes there was a restriction on carrying a firearm in some cities and towns back then, long before the scotus ruled that the second amendment allowed citizens to carry firearms, and before state laws allowed open carry. but the big thing there was that like a business, you had to check your firearms at the door so to speak. you would get them back once you were leaving. there was no restriction on owning a firearm.
