To me, this is one of the most completely asinine things I can think of. When a policeman/woman shoots and kills someone the very police dept is the one that "investigates". Talk about a conflict of interest. It's equivalent to letting Nazi Germany conduct an "internal investigation" on Nazi soldiers that were accused of killing Jewish people. There's absolutely NO WAY they will end up being impartial, fair and balanced. What needs to happen is:

1. Every officer from the time they are on duty to the time they are off MUST have their cameras on at all times. Any action where they turn theirs off is an immediate dismissal.

2. An independent review board is set up comprising an equal number of men, women and race that watches the fully unaltered and uncut version and they can not be allowed to be on said board if they have friends, family that are cops.

3. If convicted, they are given an automatic 25 year prison sentence.

4. If it is found out a cop in the dept knew a fellow officer was in any way racist/prejudice/otherwise unhinged and failed to report it immediately, they to would be given a 25 year prison sentence.

I mentioned this in the other policing thread.

All serious incidents in some other countries such as the UK are investigated by an Independent body rather than the police.

The area around the incident would be taped off, and independent investigators and forensics would scour the area before questioning the officers involved as well as reveiwing eye witness acounts and any CCTV or body cameras.

The investigative body in the UK is currently known as the Independent Police Complaints Commission (IPCC) but will be given even more powers in January 2018 when it will change it's name to the Independent Office for Police Conduct (IOPC).
