...for able-bodied, non-elderly Medicaid recipients - who were not eligible for Medicaid before Obamacare - should the laggard states - which have chosen to NOT expand Medicaid to this population - finally get on board and expand Medicaid?

Or should they continue to reject Medicaid expansion while the working uninsured continue to subsidize Other People's Coverage with their tax dollars?

The people in states that did not participate, elected their representatives to deny them health coverage. They voted to have health coverage denied to their state. Just like Kentucky, by voting for Republicans, voted to have work requirements added. The Kentucky governor is saying if he can't get work requirements he will take health coverage away from 400,000 people in his state. Kentucky voted for that kind of treatment.

The group in question here consists of low-wage, non-elderly, able-bodied, childless workers.

A childless adult working full time at minimum wage pays $468 in 2017 federal income tax, with no tax credits. (Even if a childless adult qualifies for EITC, it is designed to NEVER give childless adults more than they paid in through withholding.)

A parent with one child working full time at minimum wage gets Medicaid PLUS a boatload of free taxpayer money through earned income tax credit (estimate $3,400) and refundable child tax credit ($1,000).
