Strangest thing that strikes me, is that from several people on the train said, there was no sudden braking or slowing before the impact. They describe how the train was going around 70mph, and suddenly there was a hard impact, throwing them out of their seats.

And the engineer didn't even try to apply the brakes? Was the engineer even looking forward when the train came into view of the crossing, with a truck on the tracks? It apparently happened during morning daylight, no fog.

No, skimping on RR maintenance and safety has been going on for a long time now. I will say that the skimping is more an R thing than a D thing, but no one is innocent here.
We don't know yet why the truck was on the tracks, but not all rail crossings are marked as well as they should be.
Unless some evidence is presented that proves it was Amtrak's fault, my guess is some the driver foolishly tried to cross the tracks in spite of the approaching train, and didn't make it.
From the pictures shown on TV, there were the standard big white wooden X sign marked "Railroad Crossing" at the crossing, and the usual large red lights, which I assume were flashing as the train approached. I didn't see an mechanical crossing gates. Maybe they were smashed in the crash, or maybe there never were any. Maybe the truck driver did try something dumb.
But why on Earth didn't the engineer put on the brakes? Even if he didn't have enough distance to stop, he could have slowed the train and reduced the impact somewhat.
