Not necessarily, they have reason to believe based on reports and intelligence received.

If ICE has information on an illegal alien's activities but no proof, how can they charge her with anything? Not everything is cut and dry.

And I'm lmao at the dreamers in the thread who think ICE created some fairytale about this woman. If she's here illegally, that's really all they need to know.
