There are several adjustments we as a society should make in order to change our collective American culture.
Candace is correct when it comes to the importance of family, culture, and education. However, she's wrong when it comes to the civil rights initiatives made by LBJ and others.
Civil Rights were required in the past and still are needed in order to counter the persistent problem of racial discrimination.
The most formidable change we as a country need to make is to completely restructure our educational system. America needs to focus upon becoming more efficient at actually teaching our youth. We need to begin focusing much more upon "writng" in English and STEM topics.
All future American high school graduates should be qualified to receive Associate degrees and NOT the typically useless diplomas. All Americans who receive Associate's degrees should have the options of joining the military, pursuing employment from the private sector, or registering for automatic governmental employment. AGE will then assign each individual to work for some level of government within the scope of their Associate's degree. Each new recipient of an Associate's degree will have exactly 90 days to apply for an option, unless exempted due to some significant exclusionary reason.
Those not qualified to receive Associate degrees in a timely manner will become automatically drafted into the military. Upon completion of their military service, they will receive the equivalent of an Associate's degree along with their "honorable" discharge.
The first four years of post secondary education should be free to all qualified Americans who cannot financially afford college. Educational loans should be unavailable to all those pursuing the equivalent of a Bachelor's degree.
We do need to implement greater control over our air waves. Some things that qualify as entertainment are toxic to developing minds and should be classified as "noise pollution"...
The subjects of "History" and "Social Studies", should be presented to all secondary students from the months of May thru September. All subjects should also always be available Online throughout the extended school year.
These changes will essentially abolish Welfare and decrease the gap between the rich and the poor simultaneously.
Also, sex education and emphasis upon the significance of Family, Family structure, and making responsible economic decisions should be stressed beginning at age 12. No android phones allowed prior to age 12.

Sure, but no race demographic has had the welfare state shoved so far down their throats as the black American. Every other race, whites included, combined don't match the amount of political energy spent selling the virtues of total government dependence to black people. The Democrats know, for a fact, that they will never win another election if their support among blacks drops below 70-75%. The last 50 years of their politics has been devoted to keeping that one demographic as placated and drugged as possible with the various goodies of the welfare state and the affirmative action institutions, and getting enough non-blacks to agree with selling welfare statism to blacks to absolve past racial guilt, signal present virtues, etc.
But from cradle to grave, the American black has politicians at every level pumping welfare state sunshine up their butts, nonstop, constantly, forever. And yeah, the lion's share of that blame does go to LBJ, who knew EXACTLY what he was doing and why:
