Are you sure? Because one explanation for Rice's actions would be that she knew the DNC's server wasn't hacked, and she didn't want investigators to learn this and destroy the Russia narrative they were propagating.
So why would Obama have have his Cyber Chief back off Russian Cyber attacks during the 2016 campaign?
They knew as early as Dec 2015 that Russia was trying to interfere with the campaign. What did Obama have to gain with the stand down order.
Why did they not go to both the D and R Parties and educate each party on what was suspected?

I think Susan Rice knew about the Russian plants that were going to be used in a sting operation against the Trump staff -- the female Russian lawyer who met Don Jr and Manafort, and Henry Greenberg who wanted $2M from Roger Stone in exchange for 'information' about Hillary. He was a paid FBI informant with a violent criminal record yet got a visa. Russian woman got a special visa as well. Perhaps she was afraid they'd get scooped up with other Russians in a legit investigation.
