Smokers are the worst, I used to be one. I remember when I was in college we were visiting a high school and I lit up a cigarette in the gymnasium. The principle rushed over and told me very nicely there was no smoking inside the building. He must have been a smoker too. Smokers don't think about where they are when they light up. The last pack I bought cost me $1.25.

You got to have a rule against smoking just to keep everyone aware that smokers are out of line in some places. There is no smoking within ten feet of the building I work in and there are cigarette butts right up to the door. Cigarette smoking might be the least of their worries in some section 8 housing. Code enforcement is key anywhere you have lots of poor people, it’s always a lousy a job.

Guests are told they can't smoke in hotels.

I've seen notices about a cleaning charge if smoke is detected.

Where would the President and Vice President live? And all the Governors?

Many landlords have no smoking policies. Stinks up the place. Expensive to clean up when you turn the apartment. Increases the risk of fire.

I'm surprised it has taken the Housing Authority this long.

As to not enforcing it, that remains to be seen. But people get evicted all the time for not meeting the conditions of their rental agreement, including those living in public housing.

Since there should be no President, Vice President, or Governors, the answer is their own houses.

Cities won’t even enforce our national immigration laws, I doubt they will enforce this either.
