Steele worked for the Secret Intelligence Service (MI6) and would indeed be known to the Russians and other intelligence agancies, however Steele is not the President of the United States, and I doubt they have a massive dossier on him.
The problem with Trump is that Western Leaders and Intelligence agancies are increasingly distrusting his regime, and it'simportant to Trust those you share intelligence and security related matters with.
I am fairly sure that certain intelligence agencies will now be reluctant to share information that could end up in the hands of the Kremlin, and all information sharing regarding Putin and Russia may now be subject to increased scruting by senior officials in these agencies.
