I have been required to show a picture ID any time I visit a medical office for at least 10 years.

Really. I have never been asked to show ID at a doctors office

You should be. It is for your protection, too.

I'm asked once a year when theY update their records and when I go over to the lab for blood tests.

There are far too many checks and balances before any major surgery that would prevent that from happening. Not to mention it would be extremely tough for the criminal to find someones identity to use, that matches everything they need, in order to use it and get the surgery done, that feat alone would be tough, I really doubt it could be done successfully.

Medicare doesn’t blow. You can see any doctor who participates, no referrals, no prior authorization.

It’s the socialized version of insurance. It’s the for-profit machine that screws it up.
