Yes it could be argued by some the $130,000 was not a campaign expense...
However, Cohen himself admits that it was specifically for the purpose of that campaign.
IE were it not for the campaign the $130,000 would not have been paid.
Trump and his family obviously would not have cared about any claims made unless those claims here his chances of getting votes.

trump claims that the hush-money was paid before he knew about it ( but not with campaign funds ). that equates to a campaign contribution and exceeds individual legal limits. trump then claims he paid it back, all that does is switch it from an illegal campaign contribution to an illegal campaign loan. add to that the fact that trump just admitted he knew about it but it was never declared on financial disclosures.

It's not a matter of law.
Cohen has plead guilty and admitted to the illegal payment. He has said under oath that it was at the direction of "the candidate". That makes "the candidate" an unindicted co-conspirator. It's a definition. Someone who also participated in the illegal act (co-conspirator) and has not been charged (unindicted)
