Robert Mueller was charged to investigate Russian collusion, and other crimes that are uncovered in the process of the investigation.

That doesn't register with them. They see petty and partisan prosecutions like this as wins, instead of the over-arching political corruption that they are and seem to be to everyone without an axe to grind against Trump.

It's a PR nightmare, and they are diving in head first and without life jackets just to be able to show the most minimal and unrelated results to their supposed task.

They feel the political pressure, and so what's the solution? Prosecute people on crimes that do not justify a special investigation. Even the pre-midterm timing of this wreaks of corruption. Brilliant (/sarcasm). But history won't look kindly on a special investigation team prosecuting the President's attorney on unrelated charges to their task. It makes them seem partisan and this entire effort like a witch hunt. Witch it undoubtedly and now observably is.

The political corruption in Trump's own administration? These prosecutions are being run and supervised by Republicans/Trump appointees. If Rod Rosenstein, a Trump appointee deems the investigation legitimate, then there's no way this could be considered a partisan exercise.

Charge 7--Karen MacDougall's payoff--David Pecker, Trump and Cohen conspired to do that illegal campaign contribution

Judge Wood asked if Cohen understood what he did was ILLEGAL and he said yes---
Now the judge could not ask him about the knowledge of the two other men--that would be illegal
But I am sure the SDNY knows what Trump was thinking because of Cohen's testimony and possibly other recordings or paper trails...

The issue of "substantive" charge/plea matters because substantive means criminal offense
Not just slap on the wrist normal campaign fraud...
