My people weren't here the 1890s but if I lived during that time I would vote for those who owned slaves to pay reparations. If that wasn't an option and all white citizens had to contribute to the fund, I would vote no.
Put aside the history for a minute and imagine that right now, the government came in and forcefully removed you from your home, made you walk hundreds of miles to another area that you didn't want to live in, lied to you about it, and treated you like "savages" the entire time.
Just think about that for a minute or two.
Would you want to become a "full member" of a people who did that to you?
Try not paying your taxes these days and see how differently you are treated.
Actually-people now are treated worse-if we don't pay taxes we aren't given free, tax free land to live on, nor handouts for generations.

Yes, reparations should have been paid in some form, by the people who owned the slaves.
