Well, following and being able to see are different things, sure. I checked and you can see all of Trump's tweets without being logged in, for example. Actually being alerted to new tweets does require an account and follow.
It would require laws if we wanted to compel Twitter or other services to have to provide services to all, even if just a read only version.

The internet is, however private platforms ON the internet can decide to censor material that breaks their TOS. Think of the old Craigslist personals. From time to time there was prostitution on their (like BackPaged) and it broke not only TOS but the law. For this reason, they deleted those postings. Now they don't even have personals.
