It's called a credit rating in the US.
Why don't the Chinese just use Ritalin and Prozac like the rest of the world.
As for facial recognition cameras they have already been trialed in the west.
And, if you read some of the ridiculous behavior of the rich Chinese tourists overseas, you won’t fault china for wanting to use this card to limit their overseas trips. They embarrass china. I think good behavior should be rewarded and bad behavior punished. In the us we have credit rating system that basically rank folks by their morals and responsibility toward their debt.
The US does the same. They just don't advertise it. US elites learned long ago to just buy the laws they want and get 80% of what they want. The remaining 20% isn't worth killing people over.

Seems like there are alot of things today that people accept/tolerate, because they believe it benefits us or protects our safety in some way...but they also are used to control us.
Like the last guy said, it depends on how it is used. If it is used to catch criminals and find lost/kidnapped people, I’m all for it. If it is used to imprison idiots like Joy Behar of Bill Maher, I’m against it.

These things always are used in all ways possible. Not at first maybe. But eventually they will be.
