They can't consent, because the law doesn't let them consent, even if they are mature enough physically and emotionally. Many teens just ignore the law and go have sex anyway. Sadly many teens are not educated enough on the subject and get into unsafe sex.
My concern in that sect, those teens were having sex, without fully understand it and prepared for it. They were force in something they hardly knew about. They is one of my concerns. Even if they were 18 and over, being force in something that they didn't understand, is wrong. On another hand, I am oppose to Teen/Adult relationship healthy relationship.
The Court will not return the children at this point. The Court has ordered DNA testing - on everyone.

This sect has been around for DECADES. For years, they have been violating laws in Utah and Arizona and both states have looked the other way for too long.

Its a scientific reality that children of this age are not mature physically and mentally. Thats NOT my opinion thats reality. When people say a teenagers brain isn't engaged, thats REAL.

Depends on the culture. There certainly are cultures where children reach "adulthood" at an earlier age than what WE'VE established.
