There is this cloak that ;sleazy, lazy, dumb, lying and incompetent people put on when they become part of Trump's inner circle and administration. While wearing it they become talented, the best people , people who will do great things. When they leave the inner circle and administration, Trump and his supporters request that they leave this tranformative cloak on their desk.

But since it's from Trump's lips...... who knows?

But Trump sends Kelly when he wants to fire someone (because he doesn't seem to have the nerve to say "You're Fired" in real life). Who's gonna do the firing when Kelly's gone?
