He thinks he can charm his way into some agreement that will look good but it's all just phony baloney on his part. He is out of his depth.
I also disagree with your characterization that previous presidents did nothing. You may wish to think so, in order to justify hero status for that loser Trump, but all he actually managed to do is enhance the stature and domestic power of a brutal dictator.
