Probably not, but there are some examples out there of crazy policies not to follow. Seattle is a good example.

There might be crazy policies not to follow, but some things can't be solved by R or D. People with severe anger issues, can't solve that with D or R. Some persons in North Omaha keep joining gangs despite the risk of going to prison. Oklahoma and Louisiana have the highest percentage of its civilian populations in prison. Has not stopped young males in the inner cities of New Orleans, Baton Rouge, Tulsa, and Oklahoma City from joining gangs.

According to another thread in City-data, Southbend averages about 15 murders a year. In 2014 they had 17... thread fail.
