Did just everyone in congress in the time think being a bonafide rapist was cool?
Only the House impeached him. The Senate didn't even bring it to a vote.
He gained popularity, for the dud it turned out to be. Showed how petty congress really is.
Though Clinton has been accused of four rapes going back to his college days, and several other violent sexual assaults, this was consensual. I think had the media not kept the lid on the rapey past, he might have been removed.
I only had a few issues with the Lewinsky affair.
1. The Clinton Admin took particular delight in hunting down military personnel who were having affairs with lower ranking females. Our POTUS had an affair with the lowest ranked female .
2. He had a long history of abusing women, but his wife took it to a whole new level in her attempts to slander the accusers and victims.
3. He lied under oath. The same offense that so many dems said people should be jailed for when it was Trumps associates doing the lying.
Trump may be a complete scum bag, he certainly supported the Clintons and many other scum bags, but Bill Clinton took his brand of scum to a whole new level and the democrats until fairly recently slurped it up like it was mushroom soup. In fact they still do unless the offender is a Republican.

You of course are correct. That said under the Clinton Admin the military really stepped up their no fraternization policies. Meaning fraternizing with personnel of lower rank. Meaning officers and enlisted. Senior enlisted and junior enlisted. It was deemed that higher rank made it threatening to decline said offers.
Billy was POTUS. He flattered a young heavy girl. He detailed his way into her pants. He violated policies that even private companies were enforcing back then.
I honestly didn't care that he cheated on Hillary. Who wouldn't? She is that atrocious. I had issue with him behaving like a little boy caught shop lifting.
Had he simply said. Yes I had an affair. Im the most powerful guy in the world and I wanted some young stuff or any stuff that wasn't Hillary. Monica was willing and so was I . So what...
Most of us would have been like. Yeah Hillary is pretty rough and she is a harpy besides. Free Pass.

Yeah I didn't vote for him either. I voted Jim Webb. Trump is low and a liar, he and Billy are cut from the same patch.
Ill say this though.
Bill Clinton is one hell of a speaker. He's shrewd and he is smart. He has to be a lot of fun to hang out with as long as your wife and daughters are safely far enough away.
