IIRC there has never been a single prosecution, much less conviction, under the Logan Act, which was passed in 1799. It's threatened from time to time as a partisan cudgel by both sides.
The law should be dropped or revised to turn it into something actually useful. The basic concept is fine--we do not want private, unelected citizens trying to horn in on US foreign policy. No convictions in 220 years is prima facie evidence that the law as written is broken.
