The article is a bit partisan as to why the rates fell, but they have in fact fallen and that's good. I bolded what I felt to be an important point. Every time there is a debate on abortion, some says more women should take precautions not to get pregnant. And apparently more women are actually doing that.

There were fewer abortions and fewer pregnancies.

The number of abortions decreased, but it does not indicate if the rate of abortions (abortions/pregnancies) decreased.

2 different indicators.

Exactly.

That and folks oout there living their lives as they see fit without interference in their personal lives.

Abortions have become harder and harder to get. Figures aren't able to reflect the number of drug induced self managed abortions that are bound to happen as a result.
