If you do this, in the first week a child will die in a crash because their parent took them to a bar and had them blow into the breathalyzer to get home. You can't legislate away bad behavior unless you go full blown totalitarian government.

Starting with you. What is a fair price to pay per vehicle ? Will this be needed to operate , motorcycles, boats, planes, snowmobiles, mini bikes, ATV's etc ?

Solutions have been presented over and over again on many firearms topic threads here. Do some research, and read them yourself.

Solutions to what ? Can't just say "gun violence" ....there are way to many specifics for that.
The root causes for each category needs to be addressed.
Inner city violence. Why does one shoot another over a bag of potato chips ?
School shootings. Why does the weird kid, the one everyone shuns and is a huge red flag , feel the need to kill his school mates
Mass shootings. Why does ones hatred of race or religion or the fact they were fired or the company **** won't sleep with them cause them to try and kill as many of their peers as they can ?
There are thousands of firearms laws on the books. There are many restrictions for certain types of firearms. All this for a right provided to us by the Constitution. Are there that many laws and restrictions for the 1A ?

Concerning 1-4, what was that charge on L&O, the episode where Claire got her motorcycle jacket? Reckless endangerment?
One could probably find a way for 1-3 and maybe even 4 to kill someone. After all, bullying with mean, spiteful words, such as using the Net, has probably made a few people commit suicide. As far as legitimate journalism, what is that? If you can't charge them in court for what they say on the news, is it legitimate even if their inaccuracies make someone public enemy #1?

There are protocols in place. I've had to be fingerprinted, background checked, and every time I make a new purchase another background check, my handguns are registered, and to keep my CPL I have to take a class every 5 years.
What more would you like me to do ?
Also, in other threads , you've said semi auto rifles should not be allowed.
So which is it ? So far you are playing by the anti gun hand book. "All we want is reasonable restrictions" and " no one needs a semi auto rifle" both miles apart.
It may be a poor way at looking at things, that such events could have benefits, but if a Beslan ever happens in this country (that's about half and half in the LE community where one side says it is coming and the other side says, "Beslan? What's that?")............................
